Broadband operators such as Tiscali, Be and AOL will have to comply with Ofcom regarding sales activities after the broadcasting and telecommunications regulator extended its rules to local loop unbundled (LLU) customers.
The regulator's code of practice on marketing and sales was implemented in 2005 for a two-year period to cover fixed lines.
However, public consultation found that the rules should be extended to unbundled lines and be implemented over a longer period of time.
Ed Richards, Ofcom chief executive, said: "Consumers need to be able to shop around with confidence. Extending these rules and our enforcement activity will protect consumers from inappropriate sales and marketing techniques."
He added that Ofcom was seeking to foster competition and choice, enabling consumers to benefit.
The regulator recently outlined its plans to better understand wireless platforms and products such as broadband over the course of the rest of the year as convergence initiatives.
